- To function solely as a privately funded charity with no involvement in political matters of any sort
- To locate and provide assistance to needy disabled people in Viet Nam especially those who served during the war in the period 1965-1975 and currently receive no help from government or private organizations
- To also assist the homeless children and children from poor families who have good potential academic achievement to obtain good basic education.
